In Process MOCs
This section explains the MOC In Process menu item. The MOC module menu is visible only if you have the permission of MOC User or MOC Power User and specific company, division or account level MOC access permission
About In Process MOCs
List View
All MOCs in your company or division or account which are not voided or completed are shown in the list view. This screen is similar to other list views and is explained in General Form Navigation. Key fields in the In Process List View are MOC title, MOC number, originator and stage. By default, the MOCs are ordered by Date Created, with latest MOC near the top.
Form View
Clicking on a MOC title in this list, or on the Form View button or the Details tab shows the selected MOC in the form view.You must be in form view to edit an MOC. You can create a new MOC from either the list view or the form view. This screen is similar to other form views and is explained in General Form Navigation. Explained below are the buttons displayed on the Details tab, followed by an explanation of all other tabs.
Buttons
- Audit Log- The Audit Log button displays an MOC Audit log for any change that has been made to the MOC. The Audit Log contains information of when a change was made, by who the change was made by, what item was effected with the change, what area this change was made at, what stage was the MOC during the change, what type of change was made, and the details of the change. This information can be exported to Excel or PDF.
- View Summary- The View Summary button displays the MOC summary. The MOC summary page summarizes all current MOC information, such as MOC title, MOC number, originator, implementation manager, priority, profile, MOC type, approval start date, stage, expected completion date, tag, work order number, division, account, description of change, technical basis for change, environment and safety impact, equipment affected and attachment (if any). All pre-approval, evaluation, collaboration, approval, implementation and any action items created are also shown in separate tables. This is the same summary page that is shown to evaluators, collaborators, approvers, implementers and implementation manager when they click on View MOC Summary, or to people when they sign-off on MOC notice. The MOC summary is updated constantly as the MOC progresses through various stages and new comments are entered. Evaluation and Implementation sections show each corresponding requirement with its status. If a link is shown for a requirement, then this requirement has a form (checklist) or a document attached. The form can be viewed by clicking on the link. In the Implementation section, you can view the list of people who have been notified about this MOC via the "Send Notice" requirement, and add more people to this list if permitted. Within the MOC summary, you have the ability to add in any notes about the MOC by using the Add Note feature at the bottom of the summary. The MOC summary page is frozen for MOCs in the Completed and Voided folders. If a previously voided MOC is resubmitted, then the new summary page contains link to the voided MOC's summary page.
- Void - The Void button allows you to void an MOC in pre-approval, evaluation, collaboration, approval, implementation or startup stage. It also allows voiding an MOC that has been pre-approved, and is currently in the new stage. The button is only visible to MOC Power Users for all MOCs and MOC originators for their MOCs.
- Procedure- The Procedure button allows originators to view company or division-specific procedures that can assist them when creating a new MOC.
- Update - The Update button allows you to update many previously completed fields in the MOC details page (MOC form view) and various other tabs. The Update button is visible only for the MOCs in the new, evaluation and collaboration stages. Once an MOC enters the approval stage, a majority of the fields cannot be updated (update button hidden). Only the fields containing data related to the MOC processing (such as Originator, Implementation Manager, Expiration Date for temporary MOCs, Expected Completion Date, Tag and Work Order) can be updated. These fields are shown with an Update link right next to the field, and can be updated after providing a reason for the update.
- Copy - The Copy button allows you to copy an MOC. Everything in the MOC is copied - including attachments, equipment, requirements (evaluation and implementation), collaborators and approvers. The new MOC is put in the new stage with a new MOC number.
- Memo - The Memo button allows you to create and start MOCs which are created specifically to notify affected people of a change using the "Send Notice" implementation requirement. It is useful for minor changes, such as changes to procedures. For these MOCs, the originator is the only approver and is also the implementation manager. "Send Notice" is the only requirement with the originator as its implementer. This greatly simplifies the process of creating and starting MOCs with the sole purpose of notifying affected people and getting them to sign-off on the notice.
- Delete - The Delete button allows you to delete an MOC in the new stage which has not gone through the pre-approval. Only an MOC created from the module menu in the new stage can be deleted. The Delete button will not be visible when you are not allowed to delete an MOC. When not visible, you must void the MOC.
- New - The New button allows you to create a new MOC.
- Send Immediate E-mails - This link allows you to send a message via e-mail immediately to any of the role players of the selected MOC.
Tabs
- Details Tab - The Details tab displays basic configuration information of the MOC and the MOC workflow diagram. The MOC workflow diagram summarizes the status of each MOC, providing the date the MOC entered each stage, the total number of tasks in each stage and the number of incomplete tasks. Originators can use the 'Start Evaluation', 'Start Collaboration', and 'Start Approval' buttons in the workflow diagram to move the MOC to the next stage. The appropriate 'Start' button will only appear when all tasks in the current stage are complete.
- Pre-Approval Tab - The Pre-Approval tab shows pre-approval information for the MOC, if any. The pre-approval information is shown only if the MOC request was submitted from the Frontline desktop Shortcuts tab. As the MOC details may have been edited by the originator, the exact request text as submitted is shown via the hyperlink View Original Request. Comments from the pre-approvers are also shown, if any. If an MOC is currently in the pre-approval stage, you will see New or Delete buttons that allow you to add additional pre-approvers, or delete future pre-approvers.
- Evaluation Tab - The Evaluation tab shows all evaluation requirements of the selected MOC, if any. Clicking on a requirement shows its order of evaluation, evaluator, evaluation status and optional days to complete or due date. Evaluation requirements are explained in Settings - Requirements (Evaluation). If a profile has been selected for an MOC, some evaluation requirements may already be added under this tab. Out of these, some requirements may be designated as mandatory, and you must use them in your MOC. If a requirement is designated as recommended, you may delete it from the MOC if it does not apply in your situation.
- Collaboration Tab - The Collaboration tab shows collaborators for the MOC, if any. You can add or edit collaborators from this tab. If a profile has been selected for an MOC, some collaborators may already be added. This tab also shows the comments and attachments by any collaborator.
- Approval Tab - The Approval tab shows approvers for the MOC. You can add or edit approvers from this tab. If a profile has been selected for an MOC, some approvers may already be added. This tab also shows the current approval status and comments by any approver.
- Implementation Tab - The Implementation tab shows all implementation requirements of the selected MOC, if any. Clicking on a requirement shows its order of implementation, implementer, implementation status and optional days to complete or due date. Implementation requirements are explained in Settings - Requirements (Implementation). MOC administrators add the standard implementation requirements to the MOC system from the MOC Settings menu, and originators can select from these requirements for their MOCs using the Implementation tab, or via a profile. If a profile has been selected for an MOC, some implementation requirements, their order, their implementers, days to complete, etc. may already be added automatically. Out of these, some requirements may be designated as mandatory, and you must use them in your MOC. If a requirement is designated as recommended, you may delete it from the MOC if it does not apply in your situation. An implementation requirement can be set as a critical (pre-startup) or non-critical (post-startup) for any MOC. Implementation requirements can also be ordered so that they can be assigned to implementers in parallel (default) or in series. Critical and non-critical implementation requirements follow their own order, so that a non-critical requirement cannot hold up a critical requirement. You may also be required to complete certain profile-based implementation requirements before submitting the MOC for approval. Such requirements evaluate risks associated with an MOC, and thus facilitate decision by the approvers. For complex MOCs which require tracking a lot of implementation requirements, it is convenient to pre-populate such requirements in profiles. Originators simply select an appropriate profile depending on the type of MOC. All implementation requirement properties such as critical/non-critical, mandatory/recommended, default implementers, requirement order and days to complete will automatically be filled-in. You can view these from the Implementation tab, make changes to these properties, and add new implementation requirements, if necessary.
- Attachments Tab - Any attachments added to the MOC will display who added the attachment, when it was added, and at what stage the attachment was added. Attachments can be documents such as drawings or procedures. You can add or edit new attachments from this view.
- Equipment Tab - The Equipment tab shows any equipment referenced by this MOC, if any. You can add or edit equipment references from this view. When adding new equipment, the equipment configured in the Settings for your division is displayed.
